
佛州布劳瓦德郡三年一度的机场特许经营弱小企业(ACDBE)目标设定程序公众意见调查正式启动。9月19日(星期二)之前,所有企业主、各行业和贸易组织、主承包商、分包商、供应商、顾问和其他有兴趣的人,均可扫码使用上述在线公众意见调查表表达自己的意愿。为此,经济和小型企业发展办公室(OESBD)于7月24日(会议#1)和7月26日(会议#2)分别举办了两次公共利益相关者专门会议。
美国交通部要求所有ACDBE的联邦拨款受益方每三年提交全面的计划目标,以便进行核查。目标设定过程包括需要考量基于当前行业趋势和公众意见的小型企业参与目标信息。劳德代尔堡-好莱坞国际机场(FLL)的特许协议是布劳瓦德郡在2024年至2026年财政年度(即从2023年10月1日至2026年9月30日)每三年一次的ACDBE目标核查对象。提议的布劳瓦德郡在FLL非租车特许经营中的每三年一次ACDBE目标为23.30%,其中21.46%将通过与种族相关的参与达到。其余的1.84%将通过与种族无关的方式实现。在FLL航空租车特许经营中的每三年一次ACDBE目标为2.00%,其中1.45%将通过与种族无关的方式实现,其余的0.55%将通过与种族相关的参与实现。

BROWARD COUNTY, FL – The public is encouraged to comment on the triennial Airport Concessions Disadvantaged Business Enterprise (ACDBE) goal-setting process. Comments can be provided utilizing the online Broward County Triennial ACDBE Goal Public Comment Survey through the end of day Tuesday, September 19. Business owners, whether currently ACDBE-certified or not, along with industry and trade organizations, prime contractors, subcontractors, suppliers, consultants and other interested persons are invited to provide comments about the initiative. The survey follows two public stakeholders meetings hosted by the Office of Economic and Small Business Development (OESBD) on July 24 (meeting #1) and July 26 (meeting #2). The U.S. Department of Transportation requires all federal grant recipients subject to the ACDBE Program to submit overall program goals for review every three years. The goal-setting process includes the calculation of the small business participation goal based on the current industry trends and public input. Broward County’s respective triennial ACDBE goals will apply to concession agreements at Fort Lauderdale-Hollywood International Airport (FLL) during fiscal years 2024 to 2026, between October 1, 2023, and September 30, 2026. The proposed triennial ACDBE goal for Broward County’s non-car rental concessions at FLL is 23.30%, of which 21.46% will be attained via race-conscious participation. The remaining 1.84% will be attained via race-neutral means. The proposed triennial ACDBE goals for Broward County aviation car rental concessions at FLL is 2.00%, of which 1.45% will be attained via race-neutral means and the remaining 0.55% will be attained via race-conscious participation. “The goal setting process, including the stakeholder meetings and public comment period, provides the best opportunity for us to evaluate the effectiveness of these programs in creating opportunities particularly for those socially and economically disadvantaged small businesses,” said OESBD Director Sandy-Michael E. McDonald, adding “business owners interested in responding to the survey and learning more about working with Broward County should participate.” The respective methodologies for these two goals are available for public review through Tuesday, September 19, at OESBD’s office located at 115 S. Andrews Avenue, Room A-680, Fort Lauderdale, Florida 33301, from 8:30AM to 5PM, Mondays through Fridays.
